Fourteen state measures, eleven local, and the deals that built the ballot

Requires two-thirds approval for local special taxes placed on the ballot by citizen initiative, closing the door the courts opened in Upland (2017). Placed as part of a June deal: the Howard Jarvis Taxpayers Association withdrew a broader initiative, and the Legislature pulled its own ACA 13. It is one of 14 statewide and 11 San Francisco measures on November 3. Six more left the ballot by negotiated agreement before the June deadline.

October 31, 2024. The Empty Homes Tax, Proposition M of 2022, is struck down before collecting a dollar. This September, the Court of Appeal affirmed: preempted by state law, struck down for good unless a higher court revives it. The fight lives on in Rent and the Right to Set It.
